Top Cat and Benny discover they can make a good living by conning and pickpocketing unsuspecting passersby. Officer Dibble is determined to bring them to justice, but Top Cat and his associate repeatedly slip through the cop's fingers. When the cats steal diamonds from New York's influential Mr Big, they meet their match. Thankfully Top Cat and Benny can rely on their new friends Choo Choo, Fancy-Fancy, Spook and Brain for help.
